Pada awal 1942, pada masa pendudukan Jepang Poliklinik Kesehatan Tsi Sheng Yuan berfungsi sebagai rumah sakit darurat. Tahun 1949, Poliklinik Kesehatan Tsi Sheng Yuan pindah ke jalan Warung Pelem no. 72, pelayanan yang diberikan bertambah dengan Klinik Bersalin.Atas prakarsa dr. Oen Boen Ing yang telah mengabdi sejak tahun 1935, pada 31 Agustus 1952 terbentuklah Yayasan Kesehatan Tsi Sheng Yuan.Pada tahun 1954, Poliklinik Kesehatan Tsi Sheng Yuan pindah ke daerah Kandang Sapi/ Mojosongo (sampai sekarang) dan menjadi rumah sakit lengkap.Pada 28 Desember 1965 Yayasan Kesehatan Tsi Sheng Yuan berganti nama menjadi Yayasan Kesehatan Panti Kosala. Nama ini diambil dari bahasa Sanskerta, Panti berarti tempat dan Kosala berarti sejahtera/ teduh, sehingga Panti Kosala dapat diartikan sebagai tempat yang sejahtera atau teduh. Arti kata ini dipakai sebagi motto rumah sakit �Teduh Untuk Sembuh'.Selama kurun waktu 1965�1983 Rumah Sakit Dr. Oen Surakarta terus berbenah diri dalam meningkatkan sarana dan prasarana untuk meningkatkan mutu pelayanan bagi masyarakat Surakarta. Pada tanggal 30 Oktober 1982, dr. Oen Boen Ing meninggal dunia, untuk mengenang jasa dan pengabdiannya, maka mulai 3 Maret 1983 - sesuai dengan tanggal kelahirannya 3 Maret 1903 lembaga kesehatan ini dinamakan Rumah Sakit Dr. Oen Surakarta, dan sejak saat itu tanggal 3 Maret diperingati sebagai HUT Rumah Sakit Dr. Oen Surakrta.Pada tahun 1996, pembangunan gedung rawat jalan mulai dilaksanakan dan diresmikan penggunaanya pada bulan Desember 1998. Gedung ini terdiri dari tiga lantai (lantai dasar dipergunakan untuk Rawat Jalan, lantai I dipergunakan untuk Pelanyanan Penunjang Medik dan lantai II dipergunakan unutk Auditorium).Pada tahun 1998, Rumah Sakit Dr. Oen Surakarta, mendapat sertifikat �AKREDITASI PENUH' untuk lima pelayanan dengan demikian mutu pelayanan yang diberikan telah memenuhi standar.Pada tahun 2001, pembangunan gedung utama Rumah Sakit Dr. Oen Surakarta dimulai pada bulan Juni 2001 dan diresmikan penggunaannya pada 28 September 2002. Pada tahun inu juga Rumah Sakit Dr. Oen Surakarta mendapat sertifikat �AKREDITASI PENUH' untuk 12 (dua belas) pelayanan, hal ini menunjukan bahwa Rumah Sakit Dr. Oen Surakarta terus berusaha meningkatkan mutu pelayanan.
